ND fan here

I follow ND recruiting pretty closely, on multiple sites.

I have never seen much on him from any ND site, other than him listed with an ND offer.

In fact, I have only seen him discussed here, not on ND sites.

I don't think that ND has been actively recruiting him.

ND may lose two WR commitments today to other schools, so that may have changed recently though.

(That would seem too little, too late even if so)
